Many template developers use Helix as a starting point. But the choice depends on your tasks. First of all, you need to determine for yourself whether your future template must contain everything that Helix has on board.

Perhaps you want to create something simple and more optimized with fewer options. Then it is better to choose Cassiopea as a starting point.

If you mean only the appearance by the template, then just use Helix and CSS coding. In this case, there is no need to develope a new template and support it in future. With Helix and CSS, almost any design can be embodied
